Java Software Engineer (ICOFT) – # 20180402-050

Job Description & Required Skills: Support the Software Engineering Directorate (SED) in continuation of the Institutional Conduct of Fire Trainer (ICOFT) sustainment and development of the Radar Training Device (RTD). A Java Software Engineer is needed to support the ongoing effort to maintain the software.

The ICOFT provides realistic institutional training in all areas of the THAAD Enhanced Operator/Maintainer operations and maintenance tasks for the THAAD Fire Control and Communication (TFCC), Radar, and Launcher components. The ICOFT replicates the tactical system environment and supports training of the TFCC, Radar, and Launcher tactical software. Within the training environment, the ICOFT inserts faults and captures, records, grades, and plays back student input. There are four labs that comprise an ICOFT: TSOT Lab, TFCC PTT Lab, TLOTS Lab, and Radar Lab.

The RTD provides realistic training in THAAD Enhanced Operator/Maintainer operations, emplacement, and maintenance tasks for the THAAD Radar and includes an Antenna Equipment Unit (AEU), a Cooling Equipment Unit (CEU), and an Electronic Equipment Unit (EEU). The RTD replicates the THAAD Radar to the extent necessary to support the training of the THAAD Interactive Electronic Training Manual (IETM) instructions.

Duties and Responsibilities:

  • Perform software life cycle sustainment to existing software systems in a closed network environment.
  • Knowledge of computing systems and software structures
  • Apply, design and implement system security and data assurance protocols
  • Work with peers to assure that expectations are being met
  • Participate in the unit and integration testing process

Required Qualifications:

Senior Systems Engineer - # 20180510-001

Position is located at Huntsville, AL – no relocation allowance available

Job Description & Required Skills:

This systems engineer position primary role while representing the Missile Defense National Team (MDNT) scenario design. In the scenario design role, the candidate will develop and present scenarios and supporting documentation, based on scenario design requirements, for ground test events that represent a phased execution of the Ballistic Missile Defense System (BMDS). The systems engineer will be responsible for working with associated Systems Engineering (SE) teams, Test Organizations, Warfighters and Element Program focals to ensure scenario development meets scenario design intent for system ground test events, including details of system capabilities, behaviors, scenarios, data collection and characterization points to support current and proposed BMDS functionality and architectures. In the test analysis role, the candidate will develop and present analytical products that are based on assessing strategic and theater/regional system level performance of the BMDS in ground test and flight test events.

Required Qualifications:

Knowledge of ground test design for a complex missile defense program. Knowledge of System Engineering for test campaign and test event design processes in support of system assessment, system level interface design and specifications is required. Experience and understanding of system level behavior and performance characterization of battle management and command and control functions and their associated information exchange requirements tied to specified performance metrics that are traditionally demonstrated in system level test events. Candidate must be proficient in using analytical tools that assess the system level performance of the BMDS including radar acquisition, tracking, and discrimination; battle manager engagement planning, warfighter interaction, and engagement coordination with other BMDS systems; and interceptor acquisition, tracking, and discrimination. Must be able to work independently as well as part of a geographically distributed team.

Desired Qualifications:

Candidates with strong systems engineering background and demonstrated collaboration and presentation skills are desired. Additionally, candidate should possess knowledge of the Ballistic Missile Defense System (BMDS), a strong background with Matlab or similar analytical tools, system analysis, and system level testing.

Requires educational credentials meeting the classification standards for engineers (minimum Bachelor’s Degree).

Rapid Scenario Prototyping (RaSP) Team Member – # 20180510-002

Job Description & Required Skills: Position is part of the well-established team responsible for Ballistic Missile Defense System (BMDS) Ground Test (GT) design and planning for the Missile Defense Agency (MDA). Ideally, a highly qualified candidate will have knowledge of the BMDS, be able to efficiently generate analysis tools, possess the desire and capability to utilize existing team developed tools, and quickly learn processes and procedures for GT design.

Required Qualifications: Knowledge of the BMDS (GM, GMD, GBI, GFC, Patriot, THAAD, Aegis, CD, CDU, UEWR, SBX, or TPY-2, etc.); analysis experience; presentation and communications skills.

Cyber Security/Systems Administrator – # 20180510-005

Job Description:

The Patriot Interoperability and Engineering Test (IET) Team is responsible for supporting the test and evaluation of components and technologies developed for the Patriot Air and Missile Defense System. We are hiring a Cyber Security/Systems Administrator (CS/SA) to provide technical expertise supporting information system components, infrastructure integration, and hardware/software maintenance to satisfy system architectural and business requirements in support of the Patriot Interoperability Lab at the Software, Systems, Simulation, and Integration (S3I) Directorate (formerly SED). The CS/SA will also monitor network performance, act as a liaison with other Teams regarding CS/SA concerns, and troubleshoot Interop Lab issues as they occur.

The CS/SA will require from entry level up to 10 years of experience and either possess, or be able to acquire, a United States SECRET level security clearance.

Further, the IET Team will require support from time to time as a Patriot Operator/Tester. The CS/SA must be willing to work with the IET Team to acquire minimal Patriot Interop Test Support capabilities in times of diverse testing requirements.

The CS/SA should be a flexible self-starter, able to operate with minimal supervision as an individual contributor, or in collaboration with other Team members. Oral and written communication skills are essential as well as the ability to create and deliver effective presentations and technical documentation.

Duties and Responsibilities:

  • Enforce CS/SA policy, guidance, and training requirements.
  • Monitor Interop Lab performance and maintain ongoing operations.
  • Control access to Interop systems and ensuring all users meet the requisite favorable security investigations, clearances, authorization, need-to-know, and security responsibilities before granting access to the IS.
  • Prepare, distribute, and maintain CS/SA plans, instructions, and SOPs.
  • Manage and maintain backups for systems and, in the event of loss, ensure system recovery processes are executed properly and systems are restored within compliance.
  • Update, configure, build, and maintain systems and support infrastructure.
  • Review and evaluate the effects on security of system changes, including interfaces with other ISs and document all changes.
  • Record, troubleshoot and solve issues identified by users.
  • Work independently and with other engineers on Interop Lab requirements development, architecture, design, and test configurations.
  • Execute field operations support for customer event activities.
  • Represent the IET Team at CS/SA meetings and events.
  • Maintain current software licenses and ensure security related documentation is current and accessible to properly authorized individuals.

Preferred Qualifications:

  • Must have Security+ CE or CISSP Certification and Operating System Certification (Windows, Linux, etc.) or be able to obtain in less than six months.
  • Experience with administration of Microsoft Operating Systems (Windows 7/10, Windows Server 2008/2012).
  • Understanding of modern TCP/IP networking fundamentals for local area networks.
  • Experience with patching and deploying software products and updates using Microsoft Windows Server Update Services (WSUS) and System Center components.

Interoperability Test and Evaluation Engineer – # 20180510-006

Job Description:

The Patriot Interoperability Test Team is responsible for supporting the test and evaluation of components and technologies developed for the Patriot Air and Missile Defense System. We are hiring an Interoperability and Test Engineer with 5-10 years of experience. The Interoperability Test and Evaluation Engineer will work with a diverse team of HW, SW, and Operational testers to plan, execute, and analyze real-time test results from test events and experiments involving Patriot software, adapted versions of existing weapons and sensors, internal interfaces, and external interfaces with other Army and Joint systems in both live and virtual test environments.

The position requires the Test and Evaluation Engineer to provide Interoperability subject matter expertise, analyze platform documentation to provide direction to meet platform interoperability requirements, as well as provide support to assist systems in achieving communication link certifications including, but not limited to, Army Interoperability Certification (AIC) and Joint Interoperability Test Command (JITC) Certification. The candidate should be able to perform requirements analysis, author test plans and procedures, understand/analyze data link Military Standards, perform/oversee general lab integration activities, and direct Service Level Tests (SLTs).

  • Assess Interoperability of Integrated Broadcast Service (IBS) Common Message Format (CMF) interfaces.
  • Assist in the definition of test cases and provide technical direction in the preparation of appropriate test stimulus to realize those test cases.
  • Author/develop test plans and procedures.
  • Author/develop detailed test reports and technical white papers as required to include performing independent analysis of the test data, reviewing analysis results from other team members, reconciling discrepancies, and organize results for report/presentation.
  • Interact with site personnel to coordinate test lab architecture and configurations.
  • Operate accredited test software including IES and NSITE.
  • Complete Software Problem Reports.
  • Represent the Patriot Interoperability team at meetings as required (e.g. TIMs, AITRB, TRRs, etc.).
  • Identify test and evaluation requirements from customer requirements documentation, goals, and objectives.
  • Maintain working knowledge of changes to data link Military Standards.
  • Provide input to the AITRB for Interface Change proposals of data link Military Standards.
  • Coordinate with the Army Network Design Facility (ANDF) for support.
  • Recommend specific instrumentation, processing, communication, and data collection requirements for the test environment, satisfy those requirements, and verify implementations.
  • Support the verification of tools used for stimulus preparation, run-time instrumentation, post processing of data logs, and detailed analysis. Identify and specify new tools as needs arise.
